A meeting of Kings Ripton Parish Council was held at Kings Ripton Village Hall, School lane, Kings Ripton, PE28 2NL on Tuesday 18 March at 7pm.
CO-OPTING OF NEW PARISH COUNCILLOR
Mr Matthew Podbury signed the Acceptance of Office, witnessed by the Clerk before the meeting was opened.
Present: Councillors Ros Townsend (Chairman), Brian Petre, Philip Rayner, Rebecca Rayner, Matthew Podbury, County Councillor Michael Tew and several members of the public.

2. DECLARATION OF INTEREST
Councillors P & R Rayner declared an interest in the Village Shed – Agenda item 11
3. PUBLIC PARTICIPATION
The Chairman suspended main business to allow the public to speak.
There were no items raised.
The Chairman resumed main business.
4. MINUTES
Copies of the minutes held on 14 Jan 14 (M7) had been circulated following their informal approval by the Chairman. It was proposed, seconded and RESOLVED to approve the minutes as a correct record and were duly signed by the Chairman.
5. REPORTS FROM DISTRICT AND COUNTY COUNCILLORS
REPORT FROM COUNTY COUNCILLOR
Councillor Tew reported that the County Council has increased the council tax by 1.99% but had made £37M savings. Council tax was raised to reduce the cuts in frontline services. The council were looking at new revenue streams. Child centres had cuts of £1.3M by reducing hours. CCG Consulting is looking at how older care is being provided. Councillor Petre asked for an explanation of why, when the County Council have made cuts of £37M, the council tax has increased by 1.99%. Councillor Tew would report back.
Chairman thanked Councillor Tew for the information.
6. 7.5T SIGN BROUGHTON END OF VILLAGE
Councillor Tew said the village was protected with signs at Upwood, Wistow Toll B1040,Broughton Lane off A141 and Kings Ripton on B1090.He also said this cannot be enforced but residents need to take registration number, name on lorry and time of any lorries running through the village and report to police. To be noted on the website.
7. ROAD IMPROVEMENT SCHEME
Agreed, subject to final parish council approval.
8. CONNECTING CAMBRIDESHIRE
Parish council were aware. Several residents had registered.
9. GRASS CUTTING
Mr Webb who normally did the grass cutting was cutting back on his work load. Mr Flowers was asked, and agreed, to cut instead. He has the mower. Councillors agreed unanimously.
10. PARISH PLAN
Mrs Bishop had been offered a colour laser printer and paper for the use of the parish plan committee. She will check out serviceability and ink costs. She also had stationary expenses of £74.54 for the village meeting on the 22 Mar 14. Council unanimously agreed to fund providing receipts were submitted.
Clerks note: receipts were provided and cheque was prepared for signature.
11. VILLAGE HALL SHED
Glebe Farm had produced a quote for the repair of the door to the village hall shed and for the maintenance of the village bench. Councillors agreed and approved the work to be carried out. Both Councillors P and R Rayner abstained from the vote due to their interest as declared at item 2.
12. SGP 2014
An email had been received about a meeting with the SGP 2014 management. The preference of dates was 6 May, 7pm at Pathfinder House. Councillors Townsend, Petre and Podbury would attend. It was agreed to clarify if residents could also attend to ask questions. Residents could also put questions to councillors to raise.
13. REDEVELOPMENT OF WYTON AIRFIELD
Councillors noted the letter from HDC. It was agreed to ask Councillor Howe about developers contribution to Kings Ripton regarding infrastructure. It was also agreed to ask HDC and the DIO to come to a meeting to discuss the Wyton development.
14. TREE CUTTING
Councillor Petre would query the invoice from Dodsons as it was a lot more expensive than the quote.
15. FINANCIAL REPORT
Councillors AGREED the finance report for March 14 and a copy was duly signed by the Chairman.
Councillors agreed the budget for 2014/2015.
Councillors agreed and authorised the clerk to transfer monies between the two bank accounts and signed a letter for the bank. Clerk agreed to let the council know when transfers were made.
Councillors agreed website training for the clerk, maximum 2 hours.
Although accounts had been received from the village hall committee the councillors wanted to discuss it further before approving a grant to the village hall.

17. ANY OTHER BUSINESS
Councillor R Rayner had registered the potholes on the HDC site.
The hedge at the corner of Quaker Close had been trimmed.
Cutting the grass of footpaths was cyclical.
18. DATE OF NEXT MEETING
The Annual Parish Council meeting was confirmed as Tue 13 May at 7pm in the village hall, School Lane, Kings Ripton followed by the Annual parish meeting.
The next meeting was confirmed as Tue 15 Jul 14.
