A14 Development update
This update contains information to help you better understand developments on England’s largest road improvement scheme. Read on for details about this major project’s future milestones.
Update on the Development Consent Order
A lot has happened since the last stakeholder newsletter in March. At the time, our Development Consent Order (DCO) was in, what is termed, the ‘pre-examination’ phase of the consenting process. More information on the planning process can be viewed here.
The preliminary meeting to discuss the examination of the scheme’s DCO took place on Wednesday 13 May. An audio recording and note of the preliminary meeting can be found here.
The end of the preliminary meeting signals the start of the six month examination period and the Planning Inspectorate (PINS) have now issued the examination timetable.

Update on contractors
Contractors have been appointed to design and plan how the multi-million pound improvement to the A14 in Cambridgeshire will be built.
The contracts have been awarded under Highways England’s Collaborative Delivery Framework (CDF).
Due to the size of the project, it has been broken down into development (detailed design and pre-construction) and delivery phases, with construction of the proposed scheme split into four contract packages. The detailed design contract has been awarded to Atkins CH2M joint venture at a total cost of £35.3m. The initial award is for the development phase at a value of £19.6m. If the scheme is given the go ahead the joint venture will provide design support and site assurance services throughout the scheme to a value of £15.7m.Costain Skanska Joint Venture have been awarded construction package one, covering A1 at Alconbury to the East Coast Mainline; and package two, covering east of the East Coast Mainline to Swavesey. The value of the pre-construction phase is £1m. If the scheme is given the go ahead, the joint venture will deliver £598m of construction work.
There are two construction packages still to be awarded, the third, widening the existing A14 from Swavesey to Milton, is being tendered and is due to be awarded in the summer.
The fourth package is for the demolition of the viaduct over the East Coast Mainline at Huntingdon and associated works – this will be tendered under the CDF in 2019.
Subject to the outcome of the development consent order examination by the Planning Inspectorate, and to the Transport Secretary’s decision regarding our development consent order application, the proposed scheme is on target for main construction work to start in late 2016. The new bypass and widened A14 would open to traffic in 2020.
Chris Taylor, Director for Complex Infrastructure at Highways England, leading the A14 Cambridge to Huntingdon improvement scheme, said:
“The A14 Cambridge to Huntingdon improvement scheme is the first major award under the CDF and is to enable delivery of an up to £1.5 billion investment of national importance.
“We have raised the standards we expect from our supply partners – we expect quality of performance and for them to work collaboratively to deliver the excellence that our customers and stakeholders expect of us.
“We continue to be committed to working closely with our framework suppliers to ensure our expectations are clear and well understood.”
Chris added:
“While we appreciate our development consent order is yet to be fully examined by the Planning Inspectorate and we are yet to receive permission to start construction, these appointments will give us the support we need to prepare for works getting underway on time and to budget.”
Andrew Wyllie, Chief Executive of Costain, commented:
“The A14 is a strategically vital transport corridor and we are delighted to have secured the development stage of this major improvement project. It reflects our reputation for delivering solutions to infrastructure needs in long-term, strategic partnerships with customers.”

Philip Hoare, Group Managing Director for Atkins’ Transportation division said:

Improving connectivity – what does the scheme mean for you?
One of the key objectives of the scheme is to improve connectivity. The new bypass would offer an alternative for non-local traffic that currently has to travel through Huntingdon.
By placing the right traffic on the right roads, the proposed scheme has the potential to free up local capacity for all types of road user, including pedestrians, cyclists and equestrians.
If our scheme goes ahead, large sections of the existing A14 would eventually be removed from the strategic road network. Providing an alternative route for local traffic to the existing A14 would also reconnect communities such as Hemingford and Fenstanton who are currently separated by a busy through road.
Better sustainable transport links
With the exception of the Guided Busway, there are currently limited routes available to people who wish to walk or cycle between towns and villages along the route of the current A14. Historic works have removed previous paths and access routes.
The new scheme proposes several miles of routes suitable for walking, cycling and horse-back, connecting Fenstanton, Swavesey, Bar Hill, Dry Drayton and Girton whilst a new bridleway would also link Brampton with Brampton Woods and Brampton Hut Services.
Two new footbridges at Swavesey junction and Bar Hill are also proposed. These bridges link employment areas, residential areas and villages that were previously difficult to travel to without a car.

Weekly Crime Report Update 18th June 2015

Sometime between 6:45am on the 10th June and 6:30pm on the 11th June, unknown offender/s have gained entry into a vehicle and stolen a black camera bag containing a Canon camera and accessories from the boot of the vehicle.

Sometime between 2pm on the 9th June and 01:30am on the 14th June, a tractor was stolen from Monks Wood Road, and later found at Upwood Road, Great Raveley.

WARBOYS ROAD, OLD HURST
Sometime between 2pm on the 9th June and 2:30am on the 11th June, a Calvin Klein suitcase has been stolen from outside the old Stage and Hen pub, Old Hurst after it was delivered by Fedex.
There have been 3 crimes reported for the Upwood and The Raveleys ward. But please also be aware of the crimes reported in other wards near by:

ABBEY COLLEGE, RAMSEY
Sometime between 11:30am and 1:20pm on the 12th June, unknown offender/s have set light to a toilet roll in the males toilet, causing smoke damage to the dispenser.

Sometime between 10:30am and 4:30pm on the 15th June, unknown offender/s have approached an isolated farm complex and gained access to a number of barns by cutting the locks. A loose battery has been stolen from one of the barns.

Sometime between 8pm on the 12th June and 7am on the 13th June, unknown offender/s have pushed/kicked over a parked moped onto the ground, causing damage to the side of the moped.

Sometime between 8pm on the 14th June and 1pm on the 16th June, offender/s have cut and caused damage to the boundary rope and ripped several holes in the nets for the batting cages.

Sometime between 9:30pm on the 12th June and 8:50am on the 13th June, unknown offender/s have have created a dent in the rear passenger door of a vehicle by punching it.

At around 1am on the 13th June, an unknown offender has kicked at the door of a residential house causing damage to the bottom panel of glass.

Sometime between 8pm on the 18th June and 4pm on the 16th June, unknown offender/s have forced entry into a locked shed on a private fishery and have stolen various items. Offender/s have also tried to gain entry into a shipping container.

Sometime between 6pm on the 16th June and 2pm on the 17th June, unknown offenser/s have used wire cutters/bolt croppers to cut through 2 strands of barbed wire fencing which is on top of stock fencing.

Crime Report from Cambridgeshire Constabulary – 3rd June
The crime report dating from the 3rd June is a reminder to be security conscious – there was one crime reported in the Broughton area:
LITTLE FARM, BROUGHTON
Sometime between the 1st and 5th June, the external and internal doors of a barn have been broken, in order to gain access. Various garden equipment has been stolen from inside.

Crime Update from Cambridgeshire Constabulary

Sometime between the 31st May and 2nd June, a rear garden shed has been broken into and had various power tools stolen.

BRIDGE FARM, BROUGHTON
Offenders have entered the above location and smashed the security lights, forced the locks and entered 2 barns. Unsure if anything is missing at this time.

WHITE HALL FARM, BROUGHTON
Sometime between 8pm on the 31st May and 9am on the 2nd June, offenders have entered the above location and smashed the security light and then forced the padlock and staple on a barn. Entry was gained and a lawn mower was stolen.

Sometime between 8pm on the 1st June and 5am on the 2nd June, a rear garden shed was broken into and had a Chainsaw stolen.

BIRDS FARM, BROUGHTON
Sometime between 10:30pm on the 1st June and 7:30am on the 2nd June, offenders have gained access to the farm by walking through various paddocks. The security light has been moved to face downwards, and access has been gained to an outbuilding (that was locked from inside) and have had various tools stolen.

Sometime between 9:45pm on the 1st June and 5am on the 2nd June, a rear garden garage has been broken into and had several items stolen.
As you can see from the above, Broughton has been hit with shed and garage burglaries. Police are doing what they can to investigate these crimes and conduct patrols. However if you have any information regarding these crimes then we would ask you to contact police on ‘101’.

The Tour of Cambridgeshire Cycle Race – Road Closures 6th & 7th June 2015
The County Council are working closely with the event organisers to ensure that clear information is being provided to Parishes, residents and road users. We have been working closely with local member, Cllr McGuire, to ensure that all parts of the local community have the opportunity to understand how the event is likely to impact them over the course of the weekend, so that they may plan accordingly. The aim of these documents is to provide answers to some common questions, give clarity around the road closures and assist people with their arrangements for the day.
Alongside these documents, we are also making use of social media (Cambridgeshire Highways Twitter feed), messages on the variable message signs, information bulletins on the radio in conjunction with the BBC and road closure signs on the route.

EXCITING NEW EVENT TO HELP STEER YOUNG DRIVERS TO SAFER MOTORING
A first of its kind event to be held in Cambridgeshire is targeting young and pre-drivers to help improve their skills and reduce accidents on the County’s roads.
The Cambridgeshire and Peterborough Road Safety Partnership is hosting the ‘Young Driver Event’ on the 24 and 25 June 2015 at Huntingdon Racecourse.
In 2014, 87 young people aged between 16 and 25 were killed or seriously injured on Cambridgeshire and Peterborough roads.
The event is the first of its kind in the county and Students will be able to access a wide range of information about driving from partner agencies and the wider motoring industry.
Lyn Hesse Road Safety Officer said “The tragic loss of a young life has a completely devastating effect on family and friends. Anything we can do to improve the knowledge and skills of this ‘at risk’ group has to be beneficial”.
The event is free to all young drivers/riders including those who are planning to drive or ride.
All sixth form colleges have been invited and so far over 600 students have signed up to attend.
Days are being split into morning and afternoon sessions 10 -12noon and 1pm – 3pm.
