NOTICE OF MEETING OF PARISH COUNCIL

NOTICE IS HEREBY GIVEN THAT –

A Meeting of the Parish Council will be held at VILLAGE HALL, SCHOOL LANE,KINGS RIPTON on TUESDAY the FIFTHTEEN day of JANUARY 2013 at 7.00pm.

The meeting will be open to the public unless the Council otherwise direct.

 AGENDA

1.         APOLOGIES
To receive and accept apologies for absence.

2.         DECLARATIONS OF INTEREST
To receive from Members any declarations as to disclosable pecuniary or other interests in relation to any Agenda item. See Notes below

Members are to sign the request for dispensation register under section 33 of the Localism Act 2011 for determination of the Precept for the financial year 2013/2014.

3.         MINUTES
To approve and sign as a correct record the minutes of the meeting held on 6th November 2012 (KRPC M6) (attached).

4.         PUBLIC FORUM
To hear any address to the Council from members of the public and other members of the Parish Council on matters which are its responsibility.

5.         REPORTS FROM COUNTY AND DISTRICT COUNCILLORS
To receive verbal reports from District and County Councillors.

6.         SECRET GARDEN PARTy
 To discuss the 2013 Secret Garden Party and the meeting arranged for 16th          January 2013 with SGP organisers and various local parish councils.

7.         REPORTS FROM COUNCIL
To receive verbal reports from Parish Councillors on meetings attended as a representative of the Council.

8.         LOCAL HIGHWAY IMPROVEMENT SCHEME
8.1       To formulate a response to the letter from Sharon Piper on Cambridgeshire County Councils response to the proposed traffic calming proposal for Ramsey Road (attached).

9.         FINANCE
9.1       To approve the attached finance report for the January meeting (to follow).

9.2       To approve the following accounts for payment:

Cheque No 000432: Payment to Parish Clerk for wages December 21012 &           January 2013 – £200
Cheque No 000433:            Payment to Parish Clerk for travel expenses for December &             January – £27.00
Cheque No 000434: Payment to Mr Webb for mowing Kings Ripton Green, 2012- £150.00

9.3       To consider the estimates and incomes for 2013/14 for services which are the      responsibility of the Council with a view to accepting a final version and to agree  the Precept for the new financial year (to follow).

9.4       To consider the renewal of membership to Cambridgeshire Acre (attached).

9.5       To approve the appointment of Internal Auditor Kathy Ray Ltd for 2012/2013 at a cost of £35.00 plus VAT.

9.6       To consider a request from the editor of the Ripton News for financial assistance of £125 for the February & March editions for the financial year 2012/013.

To consider matters brought to Members attention through emails should Members have comments to make;

No decisions can be made under this item.

  To agree a date of the next Parish Council meeting.

Notes

A. Disclosable Pecuniary Interests
(1) Members are required to declare any disclosable pecuniary interests and unless you have obtained dispensation, cannot discuss or vote on the matter at the meeting and must also leave the room whilst the matter is being debated or voted on.

(2) A Member has a disclosable pecuniary interest if it
(a) relates to you, or
(b) is an interest of –
(i) your spouse or civil partner; or (ii) a person with whom you are living as husband and wife; or
(iii) aperson with whom you are living as if you were civil partners and you are aware that the other person has the interests
(3) Disclosable pecuniary interests includes –
(a) any employment or profession carried out for profit or gain;
(b) any financial benefit received by the Member in respect of expenses incurred carrying out his or her duties as a Member (except from the Council);
(c) any current contracts with the Council;
(d) any beneficial interest in land/property within the Council’s area;
(e) any licence for a month or longer to occupy land in the Council’s area;
(f) any tenancy where the Council is landlord and the Member (or person in (2)(b) above) has a beneficial interest; or
(g) a beneficial interest (above the specified level) in the shares of any body which has a place of business or land in the Council’s area.
B. Other Interests
(4) If a Member has a non-disclosable pecuniary interest or a non-pecuniary interest then you are required to declare that interest, but may remain to discuss and vote.
(5) A Member has a non-disclosable pecuniary interest or a non-pecuniary interest where –
(a) a decision in relation to the business being considered might reasonably be regarded as affecting the wellbeing or financial standing of you or a member of your family or a person with whom you have a close association to a greater extent than it would affect the majority of the council tax payers, rate payers or
inhabitants of the ward or electoral area for which you have been elected or otherwise of the Council’s administrative area, or
(b) it relates to or is likely to affect any of the descriptions referred to above, but in respect of a member of your family (other than specified in (2)(b) above) or a person with whom you have a close association and that interest is not a disclosable pecuniary interest
